My guess is that creating a smooth and easy recognition for every language requires a big effort, which Micro$oft has no financial reason to invest in. I mean every few words there is a recognition mistake! I tried it for a few days once, on the promise that the system learns your handwriting, but the problem remains, making it unuseable for me. If it helps anybody feel any better, I have tried taking notes (I am a therapist) in English (on Win 7, with MS OneNote) and the handwriting recognition is quite poor, even though my hand writing is considered nice and clear. I would expect that when this changes and Microsoft decide to invest in Hebrew recognition, they will announce it very clearly and Google search will show it. I have been hoping for Hebrew handwriting recognition for years and nothing has happened (except rumors).

For Windows 8.1 / 10 the search finds nothing and you get the above link for Win 7. But the searches (since at least 4 years) lead to the explicit answer for Windows 7, where it lists the ~20 languages that it DOES support : Microsoft says NOTHING about supporting Hebrew handwriting (recognition).
